The following changes to the SWAFS Constitution and By-Laws are being proposed. Membership will have 30 days to comment on any of the proposed changes, and voting is currently scheduled to take place during the conference in October. 1) Page 2 – Last line of Article 3: “The Board of Directors, as defined in the By-Laws, may call other meetings at its discretion.” This line appears twice as the last 2 lines of Article 3.
2) Page 5 – Last paragraph of Article One, Section1, recommended change is underlined and highlighted: “Non-members that have attended and/or presented at a conference may apply their promotion points that were achieved as a non-member within the last 3 years of the submitted membership application, to the membership class…”
3) Page 6 – Section 3, subsection B: “If a member’s dues, for the current year, are not paid by the date of the Board of Directors meeting for that year as defined in Article Twelve of these By-Laws, the member will be removed from membership by a vote of the Board of Directors no earlier than June 30th of the following year. Members will retain all privileges until dropped from membership by the Board of Directors. If a member repays all outstanding dues in arrears prior to being removed from membership by the Board of Directors, the member shall continue current membership if the arrears are not greater than three (3) years. If the arrears are greater than three (3) years, then the member shall complete the new member application process.”
Also, Article 12, Section 3 states that “Members in arrears for two (2) years or more years will have their membership terminated.” This subsection states” …the member shall continue current membership if the arrears are not greater than three (3) years.”

1) Pages 8 and 9 – Article Three Sections 4 and 5. Recommended change is underlined and highlighted:
Section 4. Each Board member may request a maximum of $600.00 per annum for personal expenses incurred, that is not reimbursed by his or her agency, for attendance at the Board and Business meetings that take place during the conference. The Board member seeking any such reimbursement, shall attend at least 75% of the annual conference. Original receipts must be submitted to qualify for reimbursement.
Section 5. Board members who attend the annual Association meeting will have their basic registration costs waived by the Meeting Advisory Committee. Any additional costs incurred outside the allowed reimbursable amount mentioned in the above section, by a Board member at that meeting shall be the responsibility of that Board member.
1) Page 22 – Article Fourteen, Section VI, subsection A. Recommended change is underlined and highlighted: “A grievance concerning professional conduct of a member of this association must be made in writing to the Board of Directors (BOD). The Chairperson of the Board will submit an approved grievance by the BOD, within 30 days of approval, to the Professional Conduct Committee. The Professional Conduct Committee shall investigate any ethical matters submitted in writing to the BOD…”
2) Pages 6 through 8 – Article Two Sections 1 and 2; Article Three, Section1: Article Two, Section 1 lists an Officer as “Immediate Past President.” This title is only used in Article Two Section 1 and Article Three Section 1. All other parts of the By-Laws list this position as Chairman of the Board or Chairperson of the Board.
